In occasione della Giornata Mondiale del Rifugiato, sabato 20 giugno 2026 il Salone di Rappresentanza “Mario Scelba” del Palazzo Municipale di Caltagirone ospiterà una significativa giornata di studio dedicata ai temi dell’accoglienza, dell’integrazione e della tutela dei diritti umani nel Mediterraneo.
L’iniziativa, promossa dall’Associazione Convenzione dei Diritti nel Mediterraneo ETS in collaborazione con il Comune di Caltagirone e con il coinvolgimento del Sistema di Accoglienza e Integrazione (SAI), si propone come un importante momento di confronto tra istituzioni, operatori del settore, associazioni e testimonianze dirette provenienti dai territori maggiormente interessati dai fenomeni migratori.
I lavori prenderanno il via alle ore 9.30 con i saluti istituzionali del sindaco di Caltagirone, Fabio Roccuzzo, e del presidente della Convenzione dei Diritti nel Mediterraneo, Alfio Foti. A seguire interverrà online la dirigente del Dipartimento Famiglia e Politiche Sociali della Regione Siciliana, Michela Bongiorno.
Particolarmente attesa la sessione dedicata all’aggiornamento sulla situazione in Tunisia e Libia, che offrirà uno sguardo diretto sulle condizioni vissute da migranti e rifugiati lungo una delle principali rotte del Mediterraneo centrale. Tra gli interventi previsti quelli di Mahamat Daoud Abdelrassoul, rifugiato in Libia, e dei rappresentanti dell’Osservatorio di Genere di Tripoli e dell’associazione Penelope impegnata nelle attività contro la tratta di esseri umani.
La seconda parte della mattinata sarà dedicata ai corridoi umanitari, considerati uno degli strumenti più efficaci per garantire percorsi di ingresso legali e sicuri alle persone in fuga da guerre, persecuzioni e situazioni di estrema vulnerabilità. Sul tema porteranno il proprio contributo esponenti della Federazione delle Chiese Evangeliche, della Comunità di Sant’Egidio e dell’ANCI.
Spazio anche al dibattito sulle politiche europee di controllo delle frontiere con l’incontro intitolato “FRONTEX, respingimenti e rimpatri forzosi: cosa cambia?”, che vedrà la partecipazione di Edgardo Iozia della rete Abolish Frontex.
Nel pomeriggio i lavori riprenderanno con una tavola rotonda dedicata a “La Buona Accoglienza”, durante la quale saranno presentate esperienze, buone pratiche e testimonianze provenienti dal mondo dell’accoglienza diffusa. Interverranno rappresentanti delle istituzioni locali, operatori dei progetti SAI, associazioni, enti formativi e organizzazioni del terzo settore impegnate quotidianamente nei percorsi di integrazione sociale e lavorativa.
L’incontro si propone non soltanto come occasione di approfondimento tecnico e normativo, ma anche come momento di riflessione collettiva sul significato dell’accoglienza e della convivenza in una società sempre più chiamata a confrontarsi con fenomeni migratori complessi e globali.
In una fase storica caratterizzata da conflitti, crisi umanitarie e crescenti movimenti di popolazione, la Giornata Mondiale del Rifugiato rappresenta infatti un’opportunità per riportare al centro dell’attenzione il valore della dignità umana, del dialogo tra i popoli e della tutela dei diritti fondamentali, principi che costituiscono il fondamento delle moderne democrazie e della stessa identità mediterranea.
L’appuntamento è aperto a cittadini, operatori sociali, amministratori pubblici, studenti e a quanti desiderano approfondire le sfide e le opportunità legate ai processi di accoglienza e integrazione nel territorio.
On the occasion of World Refugee Day, on Saturday, June 20, 2026, the “Mario Scelba” Reception Hall of the Municipal Palace of Caltagirone will host a significant study day dedicated to the themes of reception, integration, and the protection of human rights in the Mediterranean.
The initiative, promoted by the Association "Convenzione dei Diritti nel Mediterraneo ETS" in collaboration with the Municipality of Caltagirone and with the involvement of the Reception and Integration System (SAI), aims to be an important moment of debate among institutions, sector operators, associations, and direct testimonies from the territories most affected by migratory phenomena.
The proceedings will begin at 9:30 AM with institutional greetings from the Mayor of Caltagirone, Fabio Roccuzzo, and the President of the "Convenzione dei Diritti nel Mediterraneo", Alfio Foti. Following this, Michela Bongiorno, director of the Department of Family and Social Policies of the Sicilian Region, will speak online.
Particularly anticipated is the session dedicated to updating the situation in Tunisia and Libya, which will offer a direct look at the conditions experienced by migrants and refugees along one of the main routes of the central Mediterranean. Expected speakers include Mahamat Daoud Abdelrassoul, a refugee in Libya, and representatives of the Tripoli Gender Observatory and the Penelope association, which is engaged in anti-human trafficking activities.
The second part of the morning will be dedicated to humanitarian corridors, considered one of the most effective tools to guarantee legal and safe entry pathways for people fleeing war, persecution, and situations of extreme vulnerability. Representatives of the Federation of Evangelical Churches, the Community of Sant’Egidio, and ANCI will contribute to the topic.
Space will also be given to the debate on European border control policies with the meeting entitled “FRONTEX, Pushbacks and Forced Returns: What Changes?”, which will feature the participation of Edgardo Iozia from the Abolish Frontex network.
In the afternoon, the proceedings will resume with a round table dedicated to “Good Reception”, during which experiences, best practices, and testimonies from the world of widespread reception will be presented. Representatives of local institutions, SAI project operators, associations, educational bodies, and third-sector organizations daily engaged in social and labor integration pathways will speak.
The meeting aims to be not only an opportunity for technical and regulatory in-depth analysis, but also a moment of collective reflection on the meaning of reception and coexistence in a society increasingly called upon to confront complex and global migratory phenomena.
In a historical phase characterized by conflicts, humanitarian crises, and growing population movements, World Refugee Day represents an opportunity to bring back to the center of attention the value of human dignity, dialogue among peoples, and the protection of fundamental rights—principles that constitute the foundation of modern democracies and of the Mediterranean identity itself.
The event is open to citizens, social workers, public administrators, students, and all those who wish to deepen their understanding of the challenges and opportunities related to reception and integration processes in the territory.
À l’occasion de la Journée Mondiale du Réfugié, le samedi 20 juin 2026, le Salon d'Honneur « Mario Scelba » du Palais Municipal de Caltagirone accueillera une importante journée d’étude consacrée aux thèmes de l’accueil, de l’intégration et de la protection des droits de l’homme en Méditerranée.
L’initiative, promue par l’Association « Convenzione dei Diritti nel Mediterraneo ETS » en collaboration avec la Municipalité de Caltagirone et avec la participation du Système d'Accueil et d'Intégration (SAI), se veut un moment d’échange majeur entre les institutions, les acteurs du secteur, les associations et les témoignages directs des territoires les plus touchés par les phénomènes migratoires.
Les travaux débuteront à 9h30 par les saluts institutionnels du maire de Caltagirone, Fabio Roccuzzo, et du président de la « Convenzione dei Diritti nel Mediterraneo », Alfio Foti. Ensuite, la directrice du Département de la Famille et des Politiques Sociales de la Région Sicilienne, Michela Bongiorno, interviendra en ligne.
La session consacrée à l'actualisation de la situation en Tunisie et en Libye est particulièrement attendue. Elle offrira un regard direct sur les conditions vécues par les migrants et les réfugiés le long de l'une des principales routes de la Méditerranée centrale. Parmi les interventions prévues figurent celles de Mahamat Daoud Abdelrassoul, réfugié en Libye, ainsi que de représentants de l’Observatoire du Genre de Tripoli et de l’association Penelope, engagée dans la lutte contre la traite des êtres humains.
La seconde partie de la matinée sera dédiée aux couloirs humanitaires, considérés comme l'un des outils les plus efficaces pour garantir des voies d'accès légales et sûres aux personnes fuyant les guerres, les persécutions et les situations d'extrême vulnérabilité. Des représentants de la Fédération des Églises Évangéliques, de la Communauté de Sant’Egidio et de l'ANCI apporteront leur contribution sur ce thème.
Un espace sera également accordé au débat sur les politiques européennes de contrôle des frontières avec la rencontre intitulée « FRONTEX, refoulements et retours forcés : qu'est-ce qui change ? », qui verra la participation d’Edgardo Iozia du réseau Abolish Frontex.
L’après-midi, les travaux reprendront avec une table ronde dédiée à « Le Bon Accueil », au cours de laquelle seront présentés des expériences, des bonnes pratiques et des témoignages issus du monde de l’accueil diffus. Interviendront des représentants des institutions locales, des acteurs des projets SAI, des associations, des organismes de formation et des organisations du tiers secteur engagées quotidiennement dans les parcours d'intégration sociale et professionnelle.
Cette rencontre se veut non seulement une occasion d'approfondissement technique et réglementaire, mais aussi un moment de réflexion collective sur le sens de l'accueil et de la coexistence dans une société de plus en plus appelée à faire face à des phénomènes migratoires complexes et mondiaux.
Dans une phase historique caractérisée par des conflits, des crises humanitaires et des mouvements croissants de population, la Journée Mondiale du Réfugié représente en effet une opportunité de replacer au centre de l'attention la valeur de la dignité humaine, du dialogue entre les peuples et de la protection des droits fondamentaux, des principes qui constituent le fondement des démocraties modernes et de l'identité méditerranéenne elle-même.
Le rendez-vous est ouvert aux citoyens, aux travailleurs sociaux, aux administrateurs publics, aux étudiants et à tous ceux qui souhaitent approfondir les défis et les opportunités liés aux processus d’accueil et d’intégration sur le territoire.
بمناسبة اليوم العالمي للاجئ، يستضيف صالون الاستقبال "ماريو شيلبا" بالقصر البلدي في كالتاجيروني، يوم السبت 20 يونيو 2026، يوماً دراسياً هادفاً مخصصاً لقضايا الاستقبال، والادماج، وحماية حقوق الإنسان في منطقة البحر الأبيض المتوسط.
وتأتي هذه المبادرة، التي تنظمها جمعية "اتفاقية الحقوق في البحر الأبيض المتوسط" (Convenzione dei Diritti nel Mediterraneo ETS) بالتعاون مع بلدية كالتاجيروني وبمشاركة نظام الاستقبال والادماج (SAI)، كفرصة هامة للنقاش وتبادل الآراء بين المؤسسات، والعاملين في هذا القطاع، والجمعيات، بالإضافة إلى شهادات مباشرة من المناطق الأكثر تأثراً بظواهر الهجرة.
ستبدأ أعمال اليوم الدراسي في تمام الساعة 9:30 صباحاً بكلمات ترحيبية مؤسسية من رئيس بلدية كالتاجيروني، فابيو روكوزو، ورئيس "اتفاقية الحقوق في البحر الأبيض المتوسط"، ألفيو فوتي. وتلي ذلك مداخلة عبر الإنترنت لمديرة دائرة الأسرة والسياسات الاجتماعية في إقليم صقلية، ميكيلا بونجورنو.
وتحظى الجلسة المخصصة للاطلاع على مستجدات الأوضاع في تونس وليبيا باهتمام خاص، حيث ستسلط الضوء بشكل مباشر على الظروف التي يعيشها المهاجرون واللاجئون على طول أحد المسارات الرئيسية في وسط البحر الأبيض المتوسط. ومن بين المداخلات المقررة، مداخلة محمد داود عبد الرسول، وهو لاجئ في ليبيا، وممثلي مرصد الجندر (النوع الاجتماعي) في طرابلس، وجمعية "بينيلوبي" الناشطة في مكافحة الاتجار بالبشر.
وسيُخصص الجزء الثاني من الفترة الصباحية للممرات الإنسانية، والتي تُعد إحدى الأدوات الأكثر فعالية لضمان مسارات دخول قانونية وآمنة للأشخاص الفارين من الحروب والاضطهاد وحالات الضعف الشديد. وسيقدم مساهمات في هذا الشأن ممثلون عن اتحاد الكنائس الإنجيلية، وجماعة "سانت إيجيديو"، والرابطة الوطنية للبلديات الإيطالية (ANCI).
كما سيُتاح المجال للنقاش حول السياسات الأوروبية لمراقبة الحدود من خلال لقاء بعنوان "فرونتكس (FRONTEX)، عمليات الإعادة القسرية والترحيل الإجباري: ما الذي يتغير؟"، والذي سيشهد مشاركة إدغاردو يوزيا من شبكة "Abolish Frontex" (إلغاء فرونتكس).
وفي فترة بعد الظهر، ستستأنف الأعمال بطاولة مستديرة مخصصة لموضوع "الاستقبال الجيد"، حيث ستُعرض تجارب وممارسات فضلى وشهادات من عالم الاستقبال الموزع. وسيتحدث في هذه الجلسة ممثلون عن المؤسسات المحلية، والعاملون في مشاريع نظام الاستقبال والادماج (SAI)، والجمعيات، والمؤسسات التدريبية، ومنظمات القطاع الثالث التي تعمل يومياً في مسارات الادماج الاجتماعي والمهني.
ولا يهدف هذا اللقاء إلى أن يكون مجرد فرصة للتعمق الفني والتشريعي فحسب، بل يمثل أيضاً وقفة للتفكير الجماعي في معنى الاستقبال والتعايش داخل مجتمع مدعو بشكل متزايد لمواجهة ظواهر هجرة معقدة وعالمية.
وفي هذه المرحلة التاريخية التي تتسم بالصراعات والأزمات الإنسانية وحركات السكان المتزايدة، يمثل اليوم العالمي للاجئ فرصة لإعادة إبراز قيمة الكرامة الإنسانية، والحوار بين الشعوب، وحماية الحقوق الأساسية؛ وهي المبادئ التي تشكل أساس الديمقراطيات الحديثة والهوية المتوسطية نفسها.
الدعوة مفتوحة للمواطنين، والأخصائيين الاجتماعيين، والمسؤولين العموميين، والطلاب، وكل من يرغب في تعميق فهمه للتحديات والفرص المرتبطة بعمليات الاستقبال والادماج في المنطقة.
