A Siracusa il nuovo incontro delle donne della Convenzione dei Diritti nel Mediterraneo
Prosegue il percorso per rafforzare il ruolo femminile nelle comunità e nelle politiche di inclusione
Siracusa, 14 febbraio – “Ruolo centrale delle donne nel Mediterraneo”
Prosegue il percorso delle donne della Convenzione dei Diritti nel Mediterraneo con un nuovo incontro in presenza che fa seguito alle numerose riunioni progettuali svolte online nei mesi scorsi. Donne provenienti da diversi Paesi dell’area mediterranea – Turchia, Albania, Saharawi, Senegal, Tunisia, Libano, Sicilia, Sardegna - si sono confrontate sabato 14 Febbraio presso l’Urban Center di Siracusa con l’obiettivo di condividere una narrazione del Mediterraneo affermando con forza il ruolo centrale delle donne nelle comunità.
L’evento è stato organizzato dal Gruppo “Ruolo centrale delle donne” della Convenzione dei Diritti nel Mediterraneo insieme all’Assessorato regionale della Famiglia, delle Politiche Sociali e del Lavoro, con l’apporto di Siracusa Città Educativa, l’Urban Center, Un Altra Storia APS, numerose Associazioni di Donne, l’Associazione Nazionale Banca del tempo e le Banche del tempo di Catania e Caltagirone.
Nel corso dell’incontro è intervenuta la dottoressa Agata Rubino - Dirigente del Servizio 3 del Dipartimento della famiglia delle politiche sociali della Regione - che ha sottolineato la collaborazione pluriennale con l’associazione organizzatrice, ormai pienamente integrata nella rete regionale per l’accoglienza e l’inclusione. È stato ribadito l’interesse dell’Amministrazione per i temi trattati e la volontà di garantire continuità alle iniziative. Il seminario, infatti, non rappresenta un evento isolato, ma si inserisce in una strategia regionale strutturata e coerente con le priorità programmatiche in materia di inclusione sociale della Regione
Uno dei temi centrali del dibattito ha fatto riferimento alla condizione delle donne migranti, riconosciute come categoria esposta a vulnerabilità specifiche e multiple. È emersa la necessità di strumenti di supporto mirati e di un’integrazione sempre più efficace delle politiche regionali a favore delle donne, in un’ottica di empowerment e autonomia. “ Per una Donna è importante trovare un'Altra donna” afferma una delle relatrici.
Altro elemento affrontato attiene al valore di un accompagnamento forte verso i minori non accompagnati che spesso trascorrono qui anni e non sempre riescono a vivere pienamente le comunità locali.
Particolare attenzione è stata dedicata ai programmi di insegnamento della lingua italiana, educazione civica, orientamento e accompagnamento all’accesso ai servizi.
E' emersa la necessità di attivare forme di sostegno verso i popoli che in questo momento vivono situazioni drammatiche (Siria, Palestina, Sarawi) attivando collaborazioni con chi all’interno della Convenzione opera in questa direzione.
Ruolo centrale è stato assegnato alle Banche del Tempo che si collocano all’interno delle comunità per scambiare saperi competenze e relazioni a supporto della comunità stessa.
“Si vuole scambiare tempo, non denaro, perché il tempo crea un capitale di relazioni tra persone. Essa ci educa alla solidarietà, allo scambio e presenta un doppio valore sociale ed economico; una economia appunto di tipo relazionale”.
Da qui la scelta forte dell’intera rete di promuovere la Banca del tempo mediterranea e banche del tempo locali replicabili in più realtà prime fra tutte Albania, Turchia, Sicilia.
È stata evidenziato, infine, l’importanza di alimentare un flusso informativo costante tra territorio e programmazione regionale affinché il dialogo tra istituzioni e realtà associative produca effetti concreti delle politiche pubbliche.

سيرقوسة، 14 فبراير – "الدور المركزي للمرأة في حوض المتوسط". تتواصل مسيرة نساء "اتفاقية الحقوق في المتوسط" باجتماع حضوري جديد، يأتي بعد سلسلة من الاجتماعات المشروعية التي عُقدت عبر الإنترنت في الأشهر الماضية. التقت نساء من مختلف دول منطقة المتوسط – تركيا، ألبانيا، الصحراء الغربية، السنغال، تونس، لبنان، صقلية، وسردينيا – يوم السبت 14 فبراير في "المركز الحضري" (Urban Center) بسيرقوسة، بهدف مشاركة رؤية مشتركة للمتوسط والتأكيد بقوة على الدور المركزي للمرأة في المجتمعات.
نظم هذا الحدث مجموعة "الدور المركزي للمرأة" التابعة لاتفاقية الحقوق في المتوسط، بالتعاون مع المديرية الإقليمية للأسرة والسياسات الاجتماعية والعمل، وبمساهمة "سيرقوسة المدينة التعليمية"، والمركز الحضري، وجمعية "قصة أخرى" (Un'Altra Storia)، والعديد من النسائيات، والجمعية الوطنية لـ "بنوك الوقت"، وبنوك الوقت في كاتانيا وكالتاجيروني. وخلال الاجتماع، تحدثت الدكتورة أغاتا روبينو – مديرة الخدمة الثالثة في دائرة الأسرة والسياسات الاجتماعية بالإقليم – مؤكدة على التعاون طويل الأمد مع الجمعية المنظمة، التي أصبحت الآن مدمجة بالكامل في الشبكة الإقليمية للاستقبال والإدماج.
وقد تم التأكيد على اهتمام الإدارة بالمواضيع المطروحة والرغبة في ضمان استمرارية هذه المبادرات. فندوة اليوم لا تمثل حدثاً معزولاً، بل تندرج ضمن استراتيجية إقليمية مهيكلة ومتسقة مع الأولويات البرنامجية للإقليم في مجال الإدماج الاجتماعي. وكان أحد المواضيع المركزية للنقاش هو وضع النساء المهاجرات، اللواتي يُعترف بهن كفئة معرضة لهشاشة محددة ومتعددة. وبرزت الحاجة إلى أدوات دعم مستهدفة وتكامل أكثر فعالية للسياسات الإقليمية لصالح المرأة، من منظور التمكين والاستقلالية. وصرحت إحدى المتحدثات: "من المهم للمرأة أن تجد امرأة أخرى".
كما تم التطرق إلى قيمة المرافقة القوية للقاصرين غير المصحوبين بذويهم، الذين يقضون سنوات هنا ولا يتمكنون دائماً من الاندماج الكامل في المجتمعات المحلية. وخصص اهتمام خاص لبرامج تعليم اللغة الإيطالية، والتربية المدنية، والتوجيه، والمرافقة للوصول إلى الخدمات. كما برزت الحاجة إلى تفعيل أشكال الدعم للشعوب التي تعيش حالياً أوضاعاً مأساوية (سوريا، فلسطين، الصحراء الغربية) من خلال تفعيل التعاون مع العاملين داخل الاتفاقية في هذا الاتجاه.
أُسند دور مركزي لـ "بنوك الوقت" التي تتواجد داخل المجتمعات لتبادل المعارف والمهارات والعلاقات دعماً للمجتمع نفسه. "نريد تبادل الوقت وليس المال، لأن الوقت يخلق رأسمالاً من العلاقات بين الناس. إنه يربينا على التضامن والتبادل، وله قيمة اجتماعية واقتصادية مزدوجة؛ إنه اقتصاد علاقاتي". ومن هنا جاء القرار القوي للشبكة بأكملها لتعزيز "بنك الوقت المتوسطي" وبنوك الوقت المحلية القابلة للتطبيق في عدة واقع، وفي مقدمتها ألبانيا وتركيا وصقلية. وأخيراً، تم تسليط الضوء على أهمية تغذية تدفق معلومات مستمر بين الميدان والبرمجة الإقليمية لضمان أن ينتج الحوار بين المؤسسات والجمعيات آثاراً ملموسة في السياسات العامة.

Syracuse, 14 février – « Le rôle central des femmes en Méditerranée ». Le parcours des femmes de la Convention des Droits en Méditerranée se poursuit avec une nouvelle rencontre en présentiel, faisant suite aux nombreuses réunions de projet organisées en ligne ces derniers mois. Des femmes venant de différents pays de la zone méditerranéenne — Turquie, Albanie, Sahara occidental, Sénégal, Tunisie, Liban, Sicile, Sardaigne — se sont réunies le samedi 14 février à l'Urban Center de Syracuse. L'objectif était de partager un récit de la Méditerranée tout en affirmant avec force le rôle central des femmes au sein des communautés.
L'événement a été organisé par le groupe « Rôle central des femmes » de la Convention des Droits en Méditerranée, en collaboration avec l'Assessorat régional de la Famille, des Politiques Sociales et du Travail, avec le soutien de Syracuse Cité Éducative, l'Urban Center, Un'Altra Storia APS, de nombreuses associations de femmes, l'Association Nationale des Banques du Temps et les Banques du Temps de Catane et Caltagirone. Lors de la réunion, Mme Agata Rubino, directrice du Service 3 du Département de la Famille et des Politiques Sociales de la Région, est intervenue pour souligner la collaboration pluriannuelle avec l'association organisatrice, désormais pleinement intégrée au réseau régional pour l'accueil et l'inclusion.
L'intérêt de l'administration pour ces thématiques et la volonté de garantir la continuité de ces initiatives ont été réaffirmés. Ce séminaire n'est pas un événement isolé, mais s'inscrit dans une stratégie régionale structurée et cohérente avec les priorités programmatiques de la Région en matière d'inclusion sociale. L'un des thèmes centraux du débat a concerné la condition des femmes migrantes, reconnues comme une catégorie exposée à des vulnérabilités spécifiques et multiples. La nécessité d'outils de soutien ciblés et d'une intégration plus efficace des politiques régionales en faveur des femmes a émergé, dans une optique d'autonomisation (empowerment). « Pour une femme, il est important de trouver une autre femme », a affirmé l'une des intervenantes.
Un autre point abordé concerne l'importance d'un accompagnement solide pour les mineurs non accompagnés, qui passent souvent des années ici sans toujours réussir à s'intégrer pleinement dans les communautés locales. Une attention particulière a été portée aux programmes d'enseignement de la langue italienne, à l'éducation civique, à l'orientation et à l'accompagnement pour l'accès aux services. La nécessité d'activer des formes de soutien envers les peuples vivant actuellement des situations dramatiques (Syrie, Palestine, Sahara occidental) a été soulignée, en activant des collaborations avec les acteurs de la Convention opérant dans cette direction.
Un rôle central a été attribué aux Banques du Temps, qui s'implantent au sein des communautés pour échanger des savoirs, des compétences et des relations au service de la collectivité. « Nous voulons échanger du temps, pas de l'argent, car le temps crée un capital de relations entre les personnes. Il nous éduque à la solidarité, à l'échange et présente une double valeur sociale et économique ; une économie de type relationnel ». D'où le choix fort de l'ensemble du réseau de promouvoir la Banque du Temps méditerranéenne et des banques du temps locales reproductibles dans plusieurs réalités, en premier lieu l'Albanie, la Turquie et la Sicile. Enfin, l'importance de nourrir un flux d'information constant entre le territoire et la programmation régionale a été mise en évidence, afin que le dialogue entre les institutions et les associations produise des effets concrets sur les politiques publiques.

Syracuse, February 14 – “The central role of women in the Mediterranean.” The path of the women of the Convention on Rights in the Mediterranean continues with a new in-person meeting, following numerous online project sessions held in recent months. Women from various Mediterranean countries—Turkey, Albania, Saharawi, Senegal, Tunisia, Lebanon, Sicily, and Sardinia—met on Saturday, February 14, at the Urban Center in Syracuse. Their goal was to share a narrative of the Mediterranean while strongly asserting the central role of women in their communities.
The event was organized by the "Central Role of Women" group of the Convention on Rights in the Mediterranean, together with the Regional Department of Family, Social Policies, and Labor. The initiative was supported by Syracuse Educational City, the Urban Center, Un'Altra Storia APS, numerous women's associations, the National Association of Time Banks, and the Time Banks of Catania and Caltagirone. During the meeting, Dr. Agata Rubino, Director of Service 3 of the Regional Family and Social Policy Department, spoke, highlighting the long-standing collaboration with the organizing association, now fully integrated into the regional network for reception and inclusion.
The administration’s interest in these issues and the commitment to ensuring continuity for these initiatives were reaffirmed. This seminar is not an isolated event but part of a structured regional strategy consistent with the Region’s programmatic priorities for social inclusion. One of the central themes of the debate focused on the condition of migrant women, recognized as a group exposed to specific and multiple vulnerabilities. The need for targeted support tools and more effective integration of regional policies favoring women emerged, with a focus on empowerment and autonomy. “For a woman, it is important to find another woman,” stated one of the speakers.
Another element addressed was the importance of providing strong guidance for unaccompanied minors, who often spend years here without always managing to fully experience the local communities. Particular attention was dedicated to Italian language teaching programs, civic education, orientation, and assistance in accessing services. The need to activate forms of support for people currently living in dramatic situations (Syria, Palestine, Sahrawi) emerged, through collaborations with those within the Convention working in this direction.
A central role was assigned to Time Banks, which operate within communities to exchange knowledge, skills, and relationships to support the community itself. “We want to exchange time, not money, because time creates a capital of relationships between people. It educates us in solidarity and exchange, presenting both social and economic value; a relational economy.” Hence, the network's strong choice to promote the Mediterranean Time Bank and local time banks replicable in multiple contexts, starting with Albania, Turkey, and Sicily. Finally, the importance of maintaining a constant flow of information between the territory and regional planning was highlighted, so that dialogue between institutions and associations produces concrete effects in public policies.
